BC Hydro currently operates the Saltery Bay Substation (SAY) outside of Powell River on the Sunshine Coast. The substation was constructed in 2008-2010 and has been in continuous operation since then. SAY was built to connect the East Toba and Montrose Creek Independent Power Producer (IPP) project to the BC Hydro grid as a result of the 2006 Open Call for power. Upon construction of SAY, BC Hydro was granted a 10 year Licence of Occupation from the Crown (File #2409900) for the operation of the substation. This licence expires on January 4th, 2019.

With this application, BC Hydro is applying for a Statutory Right of Way for access on the spur road leading to SAY from the Saltery Bay Forest Service Road. This application is being done to facilitate BC Hydros request to purchase a fee simple interest in a portion of the substation area, by way of a Crown Grant. An Expression of Interest requesting this was sent to the Crown on March 9th.

Concurrently, BC Hydro is making an application to covert a portion of the existing Licence of Occupation to a utility SRW. This is being done through a separate Crown Application, reference number 100245699.
