Applications and Reasons for Decisions (ARFD)

[PENDING : APPLICATION UNDER REVIEW]

Client: Barry Henderson
Purpose: RESIDENTIAL/PRIVATE MOORAGE
Region: Lower Mainland, Surrey
Agency: Crown Land Allocation
File: #2412076

Sept 19, 2018

Location: Chilliwack
Area (Hectares): 0.075 +-
BCGS Mapsheet: 92G020
Legal Description: UNSURVEYED FORESHORE OR LAND COVERED BY WTER BEING PART OF THE BED OF THE FRASER RIVER, NEW WESTMINSTER DISTRICT, CONTAINING .07 HECTARES MORE OR LESS.

The upland property owner would like to place a dock at the end of the road where it meets the shoreline, in order to use the dock for private moorage of a personal watercraft (boat) for personal use in and around the Fraser River. The shoreline of the property forms a protected bay of about 400 feet in length along the shoreline, and has a depth of about 100 feet. The water in this bay is calm and does not flow with the main flow of the river, either at low water, or at high water during the spring run off. The dock will be located entirely within this bay close to the shore, running parallel to the shore along its length. The dock is a Candock (www.candock.com) modular floating plastic block system that is constructed entirely on land using 19x19 modular blocks bolted together with plastic hardware. Motorized equipment will not be used in the construction. Upon completion, the dock will be launched into the water. The shore side of the dock will be anchored to the land using two 25mm iron posts and stainless steel cables. During high water the dock will be pulled into the shore and at low water, the dock will be pushed out. No on-shore or in-river footings or pilings are required. Prior to construction and installation of the dock, a smaller prototype will be tested for stability during low water. The boat will be moored year round, but will be taken out at one of the local public boat launches from time to time for servicing. No sediment will be extracted within the application area for the duration of the tenure.
